Thanks to the e-Klient SC service (e-Client of the Customs Service), the Customs Service customers may enjoy access to electronic services provided by the Customs Service through the Portal Usług Elektronicznych Służby Celnej [Electronic Services Portal of the Customs Service] (PUESC). Looking ahead, an extensive spectrum of e-services to be ultimately provided by the System Informacyjny Służby Celnej [Customs Service Information System] (SISC) requires the implementation of solutions which make it possible to re-create the relationship between the Customs Service customers and to identify the scope of Users' access rights to specific SISC services.

 

Access to SISC systems

 

Two levels of Users access to SISC have been established, which differ from each other mainly by the scope of privileges in the use of the SISC functionality, including access to documents, forms and services.

 


The basic level

of access

is primarily dedicated to natural persons, who most frequently communicate and send documents in their name and on their behalf.

In order to achieve a basic access level, it is sufficient to create an account on the PUESC.


The advanced

level of access

is dedicated to persons that tap into a full range of services provided by the SISC. This group of persons include business owners, agents, and employees of customs agencies, accountancy offices most often operating on behalf of and/or in the name of an Entity.

In order to achieve an advanced level, once the account has been created on the PUESC, it is necessary to register a natural person (the one who is to act on behalf of and/or in the name of an Entity) in conjunction with the represented Entity.

A registered person may obtain a free-of-charge non-qualified SC certificate, which may be used to authenticate electronic documents sent to the SISC (unless specific provisions  require an alternative method to be followed in the case, e.g. a qualified electronic signature)

A person authorized to act on behalf of and/or in the name of an Entity may obtain either basic or extended privileges (see "e-Client of the Customs Service. Instruction of electronic registration for the needs of management of SISC service users").


 

The use of the privileges registered with the SISC does not require their subsequent declaration, pending the modification / cancellation in the process of updating / deactivation of representation.

 

How to get an advanced level of access to SISC services

Attainment of an advanced level of access to SISC services requires the registration of:

 


PUESC User

a natural person who holds an account on the PUESC and intends to use the comprehensive range of SISC services in the future, inclusive of: submitting documents and / or sending messages to the SISC on behalf of an Entity, as its employee, representative, agent, or as an employee of an Authorized Person.


Entity

-   a natural person, legal person or an organisational unit without legal personality (unincorporated body), domestic or foreign, pursuing commercial operations in its own name and on its own behalf, or

-   a person engaged in pursuing business activities, whereby it represents other entities to the customs authorities


Representation

any Entity may enjoy access to the SISC services through the intermediation of a natural person who holds an account on the PUESC and has been registered in the SISC. An Entity is linked to a natural person on the basis of an application for registration / update of representation in the SISC, whereas the scope of possible actions should be reflected in the accompanying documents. For each Entity, you may register one or more representations, and each authorized person may hold a different authorisation to act.


In the context of e-Klient SC service, both the registrations of persons required by law (EORI, AKC-R) and the registrations of persons for the purpose of obtaining the data necessary to make use of SISC information systems by these persons are based on one application for registration

 

 

The registration is effected only once. Meanwhile, if it is necessary to make modifications in the registry (e.g. upon the extension of the area of operations or modifications in the scope of representation), the recorded data shall be updated electronically via PUESC.

 

The data registered in the KRS [Krajowy Rejestr Sądowy - National Court Register] / CEIDG [Centralna Ewidencja i Informacja o Działalności Gospodarczej - Central Registration and Information on Business] are not subject to  SISC update. In the event of modifications, this data should be updated directly into the relevant register.

Persons registered in PDR to take advantage of CELINA, ECS, ICS and/or INTRASTAT

 

The data registered in the PDR have been transferred to the SISC. To access the SISC services it is only necessary to create an account on the PUESC website and to link the account (by taking recourse to the option available in the „Moje konto" ["My Account"] tab) with the data contained in the system. The next step is to verify the accuracy of reconstituted links.

The authorized persons, in pursuance with the authorization registered in the PDR, may act in the same scope in which they have acted so far, with no need to submit the application update.


Persons who submit messages exclusively to the NCTS System

 

IIn the event that those persons have not been registered in the PDR for the purpose of sending messages to CELINA / Intrastat / ICS / ECS Systems and held no key for secure data transmission, they should create a  user account on the PUESC portal, and next register in the SISC in order to continue the activity of sending messages to the NCTS2 System. Next, they should apply for a non-qualified SC certificate (where they hold no qualified certificate or ePUAP trusted profile). It should be borne in mind that the tmessages sent to the NCTS2 System will need to be adequately certified.

In the event of messages submitted to the NCTS2 System, it is not required to show entitlements to submit entries on behalf of an Entity. In other words, it is not necessary to register the link between an Entity and an Authorized Person with the SISC. On the other hand, in this case, there will be no access to the documents and information on an Entity.

Persons who submit messages to the EMCS PL.

 

Once the account on the PUESC portal has been created, it should be linked to the data by selecting the relevant option available in the "My Account" tab.


Persons who hold the key to a secure data transmission issued by the CBTD.

 

In the event that the Representative operated the key for secure data transmission, issued by the CBTD, he may continue to use this key to affix an electronic signature to electronic documents sent to the SISC - pending the expiry of its validity. Nonetheless, it should be borne in mind that these certificates will not be renewed.

 

It is therefore recommended that the persons who hold a key for secure data transmission should request for the issuance of a new non-qualified SC certificate prior to the expiry of the key validity.


The Rules of conduct in submitting messages to the Customs Systems that have not been fully integrated into the SISC, to be applied pending the reconstruction of these systems.

 

 

The messages to ECS / ICS / CELINA / INTRASAT Systems are sent the same way as before, without the intermediation of PUESC portal. This is a temporary solution to remain in force and effect pending the reconstruction of Customs Systems and their integration within the SISC. Prior to implementation of modifications in this regard, an extensive information campaign will be carried out.

 

Pending the provision of new communication channels and AIS, AES, NCTS2, EMCSPL2 systems, it is recommended that you should follow the above-referred  procedure of linking the PUESC user account with the data registered in the SISC in order to verify whether the data has been correctly transferred to the SISC.
